SENATE CONCURRENT RESOLUTION NO. 22

Requesting the joint committee on government and finance to
study the advisability of creating a new facility for
convicted juveniles under the age of fourteen.
Whereas, Rising juvenile crime rates make creating a
facility for juvenile offenders under the age of fourteen a
possible need; and
Whereas, A facility for juveniles thirteen and under
should be separate and apart from youthful offenders age
fifteen to eighteen; and
Whereas, An intensive study of other states and their
juvenile justice facilities for very young offenders should be
conducted; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance conduct
a study of the advisability of creating a new juvenile facility
for convicted juveniles under fourteen years of age; and, be it
Further Resolved, That the joint committee on government
and finance report to the regular session of the Legislature, 1996, on its findings, conclusions and recommendations,
together with drafts of any legislation necessary to effectuate
its recommendations; and, be it
Further Resolved, That the expenses necessary, including
adequate research staff, to conduct this study, to prepare a
report and to draft legislation be paid from legislative
appropriations to the joint committee on government and
finance.
